Premium Tax Credits to offset the cost of the QHPs:
- Offered to people whose annual household income is between 100 and 400% of the Federal Poverty Level and who are not eligible for minimum essential coverage
- Not offered to people who are eligible for minimum essential coverage including employer sponsored coverage, Medicaid, CHIP and Medicare
